If you try to play a video file in--say--MP4 format right after installing Windows, Windows Media Player (WMP) will not be able to play it as it requires a certain decoder to decode formated content in order to show it. These small programs are called Codecs and if you like to play a media file in certain format other than what WMP supports by default, you need to install the codec that can decode the content of that media file.
As the number of media formats are high, there are many codecs, even various codecs for one format. So it is difficult to install all codecs to be able to play all types of media files, especially for non power users. Like for all difficulties, there are solutions to ease, which are called 'Codec Packs'. As the name implies, these software packages include collection of codecs and help you install all those packed codecs at once so that you can start to play all supported media formats in a minute or so.
